The deck looks good. Might be a little slow to get going, but that's not necessarily a bad thing.
Personally I put Giant's Blood in every deck, but that's just me.
Have you played it yet?

I haven't had a chance to play it yet. I was in Toronto for a week and wasn't able to find a game in spite of there being two princes for the city.

I don't like it.
Reasons: The deck is top heavy with no ability to multi-act. You need more little guys to go and do the recruiting.
You've got a Muddled Vampire Hunter that only 1 vampire (who you've only got 2 copies of) can get, and he should be calling the Shifts.
Your pool defence is also pretty weak. With only 4 wakes and 4 flicks out of 90 cards, the ratio is not good. You are relying on getting the Shifts through, but going back to the top heavy nature of the deck, you'll be either recruiting, voting or not much.
Maybe if you culled 15 cards from the deck and made it a bit tighter?
